Submission on the proposed changes to Resource Teachers: Literacy and Resource Teachers: Maori

NZEI Te Riu Roa opposes the proposed changes to RTL and RTM funding because:

  • We need new investment in support for tamariki and kaiako, not an approach that “robs Peter to pay Paul”.
  • There isn’t a magic workforce out there to replace the expertise of RTs.
  • The proposal to defund Resource Teachers: Literacy, and Resource Teachers: Māori would cut some of the most experienced and expert teachers in the education system.
  • Resource Teachers: Māori are part of ensuring we have a more culturally responsive education system.
  • This proposal, coming after the defunding of Te Ahu o Te Reo, is another alarming example of the Crown making decisions without any consultation first with Māori.
  • The Minister of Education is using reports from 2008, 2012, and 2014 as evidence of the need for change which sits in contravention to her commitment to using good evidence to guide the provision of learning and assessment supports for the most vulnerable children.
